The majority of railroads had some particular class of steam locomotive that was the common workaday engine that filled the majority, if not all, of the railroad's needs for a utility locomotive. For the Southern Pacific, the most utilitarian as well as the most numerous of all steam locomotives on the railroad, were the 2-8-0 consolidations. Challenger's selection of six particular prototypes, with five different tender classes, is intended to encapsulate and be representative of the railroad's broad use of these prototypes.
